Who is Eligible?
Resident library cards are available to individuals who provide proof of a physical residence in Rapid City or Pennington County, unless you are served by libraries in Hill City, Keystone, or Wall.
If you are 17 years old or younger, bring a parent or guardian over the age of 18 to have them sign up for you.
Persons who do not qualify for a resident library card may obtain a non-resident card.

How Do I Apply?
Bring a photo ID and proof that you own or lease property in Rapid City or Pennington County, or that you receive mail, at no cost, at a local agency that assists individuals who are homeless or living in transitional housing.
Post office boxes, personal mailbox services and commercial mail service addresses may be used as mailing addresses but do not constitute verification of a physical residence.
