Public Comment
Dr. Wharton, Dr. Bailey, and Jay Alderman discussed with the Board a proposal for a combined school and public library at Western Dakota Tech (WDT). Jay Alderman spoke on behalf of recommendation for the library board to approve the MOU. Dr. Bailey discussed the combined services which includes the largest Black Hills Legal and Health Sciences library. He also discussed a library tech program that will begin work with an advisory committee that would go to the State Board of Education for approval. Work Study students could be provided from the program as operational benefits. WDT and the State Board of Education will act formally next week Sept. 30 for state wide bond initiative for technical institutes. Dr. Wharton discussed the ongoing commencement of the discussions over the past several years with the MOU bringing things together to serve the constituency. Timeline is to break ground next year with completion in 2011. There are two phases for this $17 million project to replace the Rushmore Building. Next step if approved, is the physical location to determine design. There will be a design team that includes a public library consultant to facilitate with the group
Motion by Loos, second by McCarthy-Anderson for the purposes allowed by SDCL 1-25-2(1), (3), & (4);
Adjourned from executive session at12:35 p.m. Motion made by M. Loos to approve a memorandum of understanding with the school district and county for shared public library branch at WDT. M. McCarthy-Anderson 2nd Discussion: What will be the role of the public library staff and how can that be formalized for the planning and implementation. C. Bailey stated to have all the parties represented in the staffing, collections and parking. The Library Board would request an agreement plan between all parties. This information would be forthcoming from the School District’s Building and Grounds. Building to include the LEED sliver as a minimum in education design. Motion carried.
No further action was taken as a result of the executive session.
