Re:      Location for remote drop in east Rapid City

 

 

Recommendation:  Adopt an agreement to establish a remote drop service on the east side of Rapid City, in accordance with the Strategic Plan.

 

 

Summary:  The library established a remote drop in west Rapid City in 2004 at Mr. Movies on Sturgis Road.  Since that time there have been efforts made to find a suitable location for similar service on the east side of Rapid City.

 

The Sturgis Road drop box is picked up by homebound delivery volunteers 3 times per week as they make their delivery rounds; on average, 62 materials are picked up in that drop box weekly.  The proposed drop box would be picked up on a similar schedule, also by homebound volunteers.

 

Don Turner, the owner of Don’s Valley Market has agreed in principal to locating the drop box on his property.  There is no financial impact to the library, unless the drop box is removed; in that case, patching the concrete holes is estimated at less than $10.

 

 

Background:  Don’s Valley Market is on the eastern edge of the city’s annexed limits off of Elk Vale Road; this supermarket is a destination for many who live, work or travel through east Rapid City.

 

The Market is located in a cluster of development that includes a branch of Black Hills Federal Credit Union, a Medicap Pharmacy and other small businesses.  The industrial park nearby includes several large employers including Pepsi Co., Greentree Financial Group and others.  In addition, Don’s Valley Market is en route to Ellsworth AFB for many who use the convenience of the new connector system around Rapid City including both service and civilian personnel.

 

In addition, this service is in proximity to Rapid Valley with approximately 9,000 residents being served under the county contract.  There are also several other proposed developments within the Elk Vale annexation.
