MEMORANDUM OF UNDERSTANDING

 

This Agreement is made and entered into by and between the City of Rapid City, a municipal corporation, hereinafter called the “City,” the Rapid City Public Library Board and Local 1031, Council 59, American Federation of State, County and Municipal Employees AFL-CIO, hereinafter called the “Library.”

Whereas, the parties agree the work week will be from Sunday through Saturday. Two days off will be granted in a regular work week. This replaces the previous MOU that was based on a Monday through Sunday schedule. The change in the current MOU is due to the implementation of the Integrated Finance Accounting System (IFAS) in the city. The payroll produced with the Monday through Sunday schedule would not work with the IFAS without prohibitive additional costs. This change will be in effect through the length of this contract until December 31, 2009.   

Now, therefore, and in consideration of the mutual promises, covenants and conditions herein set forth, it is agreed as follows:

Article XII, Section 12.03, of the union contract for the period of October 1, 2006 through December 31, 2009, shall read as follows:

12:03 The work week shall be Sunday through Saturday. Two days off will be granted in a regular work week.

12.03 The work week shall be Sunday through Saturday. All regular days off shall be two (2) consecutive days, except upon mutual consent of the employee and the Library; however, the consecutive days off may be in different work weeks. Two days off will be granted in a regular work week. The City agrees to continue the existing Memorandum of Understanding dated June 8, 2005, where the workweek is defined in the MOU as Monday through Sunday, until the Integrated Finance Accounting System (IFAS) system is implemented. Both the Union and the City shall review accommodating the current library scheduling into the City’s standard work week. If a workable solution is not found by the time of implementation, the City will study the possibility of accommodating an alternate work week that would not require producing a separate payroll.
