The regular meeting of the Rapid City Public Library Board of Trustees was called to order by Monte Loos on August 16, 2006 at 5:21 p.m. 

Members Present:  Monte Loos, James Olson, Eric Abrahamson, Ron Kroeger and Greta Chapman

Audience:  Heidi Archie, Terri Davis

Excused:  Maria McCarthy-Anderson, Sandra McNeely, Sue Callahan

 

Introduction of Staff

Awarded Eric Abrahamson for completion of a three term as trustee. Eric was reappointed for another three year term.

MINUTES

Olson moved approval of July Board Minutes; Kroeger seconded; no additional discussion; motion carried unanimously.

 

CONSENT CALENDAR ITEMS

Budget Narrative, City Budget and Bills, County Budget and Bills, Library Board Funds Budget and Bills:  Abrahamson moved approval of consent calendar items; Olson seconded; no additional discussion; motion carried unanimously.

 

ADMINISTRATIVE REPORTS

Director’s Report:  Abrahamson inquired about the Foundation Center materials.  Davis explained that it will be a combination of print and online resources accessible within the building.

 

Statistics Narrative:  Olson inquired if it would be possible to obtain statistical information based on where patrons live?  Davis responded that a zip code search is possible within the current system.  The Board would like to see this type of statistical data to see what areas require additional promotion of library services and to potentially support future discussions on the School Community Project. Staff will report back regarding demographic and online statistical information to gather.

 

2006 Laura Bush 21st Century Librarian Program Grant: No comments or questions.

 

September One Book One Community:  No comments or questions.

 

Early Closing for SDLA Annual Conference Reception:  The Library will have staffed service points available to showcase popular library services during the conference reception.  Additionally the Bus-eum tour exhibit will be parked in front of the Library from noon to 10:00 p.m. on Thursday, September 21, 2006.  The exhibit is about World War II internment camps. The State Library Board is helping to co-sponsor the reception with RCPL and SDLA.

 

Abrahamson moved to approve early closing for the SDLA Reception; Kroeger seconded; no additional discussions; motion carried unanimously.

 

FINANCE COMMITTEE

Bid Opening:

            Acceptance of Bids:  Loos opened the bids.  Olson read the bids: 

1.      The first bid opened was from MINITEX Library Information Network for a 3M Self Check System.  The price of $18,505.00 includes a 15-month warranty, laminate, table top, shipping and installation.

2.      The second bid was from 3M Security Systems Division for a 3M Self Check System.  The price of $20,211.00 includes 90-day warranty plus a 12-month service agreement, installation and shipping.  

 

Olson moved acceptance of apparent low bid from MINITEX Library Information Network subject to staff review of specifications; Kroeger seconded; no further discussion; motion carried unanimously.

 

Update August 2nd Council Hearing on Library Budget:  Olson, Loos and Kroeger commented that the meeting went well and appreciated staff attendance. 

 

POLICY COMMITTEE

Executive Session – Director’s Evaluation:  Loos requested approval to delay Director’s Evaluation review until the September meeting when full Board can be present to discuss the evaluation.  The Board agreed to wait to review the Director’s Evaluation. 

 

Chapman requested the Board go into Executive Session to discuss items that had come forward regarding a contract issue.

 

Kroeger moved to move into Executive Session at 6:16 p.m. noting that no action will be taken, Abrahamson seconded; motion carried.

 

MISCELLANEOUS

LIAISONS

City Council Liaison:  Kroeger has no comments or questions.

County Liaison:  Not present.

Foundation:  Abrahamson stated that the Jonathan Adelstein luncheon is Friday, August 18, 2006 at the South Dakota School of Mines.  He also stated the Capital Campaign is beginning and there is an anonymous donor that will match $100,000 for the $100,000 the foundation will be raising.

 

Friends:  No meeting held last month

 

State Library Board:  Abrahamson commented that there will be a joint meeting with the South Dakota Library Network and the South Dakota State Library Board.  Three new members joined the State Library Board.
