Re: Supplemental Appropriations for Acoustical Project $20,000 within 2006 Budget
Finance has been notified of the transaction below to place a supplemental appropriation of $20,000. We have verbal approval of this being completed with the closing out of the city financial bookkeeping for 2005 in February of 2006.
The Library Board is requesting a supplemental appropriation of $20,000 from our non obligated 2005 appropriations to fund the Acoustical Remediation project within the library. This is the funding amount designated in 2005 for this project. The project is to evaluate the acoustics within the library and find ways to decrease the amount of sound that carries between areas and floors.
Acoustical contractors were
contacted to determine the reasons they didn’t submit bids on the project.
Their responses indicated that the project was split into too many phases, and
therefore they didn’t have a sense of the overall project. In addition, they were concerned that the
small phases would not be cost effective for them to undertake.
It is further recommended that the
Consulting Acoustical Engineer Larry Hanson write the bid specifications as a
factor to obtain successful bids. The previous bid packet specifications were
written by staff but could be contributing factor of a layperson vrs. an expert narrative. His
recommendation is to wait until the completion of the Space Use Plan in case
there are issues that would impact the acoustical plan. There would be a fee
for the narrative to be written by Mr. Hanson for the bid documents, however
that cost is not available until further information is provided from the Space
Use Plan.
