During the March Board meeting, the question was raised about the City’s process for loading supplemental appropriations.  In conversation with the City Finance office, it appears that they prefer to only do five or six supplements in a year because of complications of reporting them in the financial report at the end of the year.  They can do a supplement for the County library appropriation separately. 

 

However, if processed in April, it would not have final approval in April.  Apparently the supplemental appropriation requires two readings and then becomes effective 20 days after publication.  The first possible reading time would be at the City Council meeting on April 17.  The second reading would be May 1.  Once the minutes are published, the effective date would be approximately 20 days from then. 

 

Since the Library would not have visibility of this in City Finance reports until end of May or first part of June, spreadsheets for the County and Library Board Fund budget have been created to track expenditures.  This will allow the Board to have visibility of how funds are being spent.
