Proposals have been received from
all three space use consultants. However,
because of the Business Office vacancy and the SDLA conference, we will not be
in a position to conduct phone interviews the week of September 19th.
We can anticipate interviewing beginning
October 10th, and have a recommendation to present to the Library
Board at their November meeting.

Re: Space use and library design consultants - preliminary proposal
A document outlining the project scope of work was sent to the three consultants identified below. The areas to be addressed in the scope of work include the main floor of the library, the youth services public desk and staff work space, and the circulation desk use of the self-check machines for check-in and check out. In addition, the consultants were sent copies of the floor plans from the building project, and the link to our online library tour.
Each consultant will submit a proposal by September 9th; it is anticipated that telephone interviews can take place the week of September 19th.
Aaron Cohen
Associates, LTD –
Mr. Cohen’s firm was the only one that included a
review of staffing allocations as a part of their project. He has an architect and librarian on staff,
so would not need to sub-contract with an architectural firm.
Their project recommendation would include:

Suggested phases
for implementation – up to a 5-year plan, for example
·
Costs
·
Floor plans
·
Furniture and
shelving recommendations (not specs or colors)
The
cost for this assessment project would be approximately $30,000. The timeframe from start to finish (not
including implementation) would be from 3-6 months.
George Lawson
Consulting –
Mr.
Lawson is a librarian, and has specialized in consulting for a number of years.
The
steps in his review process would be:

assessment

A plan for the
program
·
Architectural
input with design (this would be sub-contracted to an architect, but Mr. Lawson
does participate in the design process).
The
programming study itself would be approximately $10,500, plus travel and
expenses. For the design phase, the cost
would be approximately $9,200 – this would include both the schematic design
and the design development. Mr. Lawson’s
total costs would be approximately $19,700; this does not include the costs of
the architect who would be sub contracted.
Under
the direction of Richard de Bear, this firm would do a needs assessment of the
total building. They incorporate library
trends and technology developments (for example, RFID, automated check-in, no
reference or circulation desks, etc.)
An estimated cost, from needs assessment to the
furniture layout (including specifications documents) would be $0.75-$1.00 per
square foot, or between $36,000-$48,000; however, these costs do not include
any interior decoration or architectural services. His initial trip to review the building and
get started on the project would be approximately $5,000-$6,000.
The Rapid City (SD) Public Library seeks information regarding consultant services for a space use review and design project. The following items should serve as an outline of the scope of this project.
1. As part of the library strategic plan, consultant will participate in public, staff, and board meetings to gather input desired for improved library services and facilities.
2. Consultant will analyze the adult services area and the youth services public desk and staff areas, programs, and services to establish functional and space requirements, priorities and area relationships. Special attention will be given to the latest technology.
3. Consultant will establish furniture, shelving and equipment needs based on the program and proposed procedures and materials. Architectural plans will be critically evaluated as related to placement of service components and equipment layout.
4. Consultant will provide schematic designs to illustrate organization of the floor plans, including scale furniture and space layout drawings, to offer solutions for storage and access of library materials and implementation of library services.
5. Consultant will assist in the selection of an interior designer, and participate in design development meetings to help establish the project direction and parameters resulting from the public input and programming criteria.
6. Consultant will prepare budget estimates for all library furniture, shelving, technical equipment, office and occasional furniture based on the design criteria established in consultation with the project interior designer. The budget will be project-based for specific areas; that is, one budget for Youth Services, and one budget for Adult Services. All finishes, materials and fabrics will be selected by the architect and interior designer and approved by library staff.
7. Consultant will prepare bid documents for all the furnishings described above. These documents shall include written descriptions, test requirements, manufacturer's model numbers, cut sheets where applicable and supporting design detail drawings, all keyed to the floor plans.
8. Consultant may assist with the analysis of proposals and evaluation of test criteria and samples to obtain data necessary for selecting vendors, and will provide a separate cost proposal for this item.
9. Consultant may receive and review related shop drawings and inspect the completed installation for final acceptance and assist in the preparation of the punch list for furnishings, and will provide a separate cost proposal for this item.
